RCU Does not Load Schema Information on Windows (Doc ID 2382109.1)

Symptoms

When running the RCU from a Windows machine, no schema information is displayed. The only thing that is displayed is 'Oracle AS Repository Components'. The box is checked, but it cannot be unchecked. There are no schemas listed.  

The screen snapshot shows the following:



The issue can be reproduced at will with the following steps:
1. Launch RCU
2. Select the option to create and load repository
3. Specify connection details
4. On step 4 of 8, notice that there are no schemas listed under 'Oracle AS Repository Components'
