Symptoms

Trying to connect to Microsoft Access ( 64 bit) from SQL Developer ( 32 bit) fails with the following error.

[Microsoft] [ODBC Microsoft Access Driver] cannot open database '(unknown)'. It may not be a database that your application recognizes or the file maybe be corrupt.
