Oracle Identity Governace (OIG) Icon Spins and Applications Page is Blank OR Deployment Manager Import/Export Page is Blank with "Connection refused" Error in the Logs (Doc ID 2383065.1)

After selecting the Applications tile in Identity Self Service, a spinning loading icon is shown but the page remains blank.
After selecting the Import or Export links in Identity System Administration, the Deployment Manager page is blank.

In the OIM diagnostic log the following error is seen:

From the error above, we can see OIM is trying to connect to port 8888.  In this case, nothing was running in that port.
