Icon Spins when going into "Application Onboarding" And Window Remains Blank. "Connection refused" Error In The Logs

Symptoms

Clicking on the "Applications" (Application Onboarding) tile in OIM 12c shows a spinning loading icon but after a few seconds the page remains blank with nothing to see or do.

In the OIM Diagnostic Log the following error is seen:

java.net.ConnectException: Tried all: '1' addresses, but could not connect over HTTP to server: 'ip-xx-xx-xx-xxx.ec2.internal', port: '8888'[[

OIM is trying to connect to a default port 8888 and nothing is running in that port.
