SQLDeveloper SSH Connection to CentOS server Fails - com.jcraft.jsch.JSchException: Algorithm negotiation fail (Doc ID 2383087.1)

Symptoms

Attempting to setup an SSH connection in SQL Developer to a CentOS 7 server in order to proxy a SQL connection through it fails with the following error.
