MDS-01163 & MDS-01161 Exceptions While Stopping / Starting Composite

When attempting to shut down or start up a composite, the following error occurs. Afterwards, the composite does not process any requests until it is re-deployed.

The issue can be reproduced at will with the following steps:
1) Deploy composite.
2) Monitor startup log file while stopping or starting the composite.
