Error Handler Section Not Working in Oracle Site Studio Website (Doc ID 2383136.1)

Symptoms

The user in this case has four separate domains running on one WebCenter Content server.   About a week or two ago, one of the domain's Error Handler page stopped working.  The Error Handler continues to work on the website's contribution server and on all of the other websites.  The user attempted the following corrective actions: 

•   Deleted the Error Handler section from the live site and re-pushed it from the contribution server to the consumption server.
•   Completely deleted the Error Handler section, created a new Error Handler section and pushed that over to the live consumption server.
•   Reviewed the Error Handler section's template for anomalies, but found none.
•   Restarted consumption server.

If browser developer's tools are used, the user can see the following errors:
