Admin User Unable to View Admin Tab or Navigate WEB Admin (Doc ID 2383261.1)

Symptoms

After creating an Admin user following the Oracle documentation, with the suggested ACLs and Roles, the user does not have the Admin tab on the site that was assigned to him.
And in AdminSite it gives permissions error but the user can access the menus.
