What Does Message "Process has not received any CPU time" Mean in the WCI Publisher Logs?

Goal
WebCenter Interaction (WCI) Publisher service was down for an unknown reason. It was restarted via Windows Services, and is now running without problems.
The error in the Publisher service.log file:
INFO | jvm 1 | 2018/03/17 01:16:44 | JVM Process has not received any CPU time for 447 seconds. Extending timeouts.
INFO | wrapper | 2018/03/17 01:16:44 | Wrapper Process has not received any CPU time for 447 seconds. Extending timeouts.
INFO | jvm 1 | 2018/03/17 01:16:44 | Wrapper Manager: JVM did not exit. Give up.
What is the cause of the service going down?
