Why Create User Notification is Not Sent to The User Instead Only Sent to the Manager When Service Desk User Is Creating User

Information in this document applies to any platform.
New user is not getting email when a Service desk user is creating a user. The notification is going to the manager of the user.
1. Service Desk user logs in to OIM.
2. Create user A with Manager A using admin console.
3. Email notification goes out to Manager A but no notification goes out to User A.
