Why Create User Notification is Not Sent to The User Instead Only Sent to the Manager (Doc ID 2383603.1)

Goal

New user is not getting email when user is created in OIM. The notification is sent to the manager of the user instead.

Steps:
1. Service/help Desk user logs in to OIM.
2. Create user A with Manager A using admin console.
3. Email notification goes out to Manager A but no notification goes out to User A.
