Symptoms

On : 12.2.1.1.0 version, BPEL Service Engine

ACTUAL BEHAVIOR
---------------
You are using the following function to convert from one timezone to UTC (Universal Time Coordinated):


But it does not yield the proper result when Daylight Saving Time (DST) is in effect.

EXPECTED BEHAVIOR
-----------------------
The function should convert to the correct UTC date and time, regardless of the time of year.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable DST time.
2. Run function in BPEL.
