opatch lsinventory Command Fails with the Error "OPatch Exception while accessing O2O" and "Can not get details for given Oracle Home" (Doc ID 2384804.1)

Symptoms

While running opatch lsinventory command it fails with the error "OPatch Exception while accessing O2O"

Central Inventory : C:\Program Files (x86)\oracle\inventory
from : N/A
OUI location : ORACLE_HOME\oui
OUI shared library : ORACLE_HOME\oui\lib\win32\oraInstaller.dll
Java location : "ORACLE_HOME\jdk\jre\bin\java.exe"
Log file location : ORACLE_HOME/.patch_storage/patch ID/*.log
Creating log file "ORACLE_HOME\.patch_storage\LsInventory__03-14-2018_17-35-14.log"
Result:
LsInventory: OPatch Exception while accessing O2O
OPATCH_JAVA_ERROR : An exception of type "OPatchException" has occurred:
OPatch Exception:
OUI found no such ORACLE_HOME set in the environment
Can not get details for given Oracle Home
An exception occurs

There is no Interim Patch
