Registered Plugin In OIM Fails With Error: "The <input> type doesn't support the nested "handler" element." (Doc ID 2385192.1)

Symptoms

While registering a plugin per section "Registering a Plug-in" in the OIM Developers guide, the following error may be seen when running "ant -f pluginregistration.xml register":

[input] Enter the oim user id:
xelsysadm

BUILD FAILED
/<PLUG-IN_HOME>/server/plugin_utility/pluginregistration.xml:72: The <input> type doesn't support the nested "handler" element.
