Web Test Client is not accessible to Read Only Weblogic Users On SOA 12.2.1.3.0


ERROR
-----------------------
Error 403--Forbidden From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1: 10.4.4 403 Forbidden


Steps:
=======
1. Create weblogic user with "Monitor" Role.

2. Login to the WebTestClient (http://localhost:9001/ws_utc) with read only weblogic user .
