Symptoms

On : 11.1.1.9.0 version, Fusion Application Integration

Trying to load HCM Data loader files to UCM. The SOAP call fails with message "Content item '(null)' was not successfully checked in. User 'TESTUSER' does not have sufficient privileges to access the content account 'hcm$/dataloader$/import'." If we make the same SOAP call from SOAPUI it also results into same error. If I login as user TESTUSER in the UI, I can upload a file. Only when uploading the same file through web service it fails.

 

The issue has the following business impact:
Due to this issue, users cannot upload import export data into the content server.
