APEX Users Are Unable To Run Apex Application from the Intranet After Upgrade (Doc ID 2388143.1)

An APEX menu application has been created in order to run other applications for the customer site. Certain users of the application are running on the intranet on remote terminals. After upgrading APEX from 5.0 to 5.1, intranet users are unable to login to the page, and certain static images, java script and cascading style sheets are not available.

Users who are on the internet do see the full login page and are able to login successfully.

What is causing this error? How can this be resolved?
