OEM Reports 'Metric Collection Errors" after Discover/Promote of some (not all) GoldenGate targets (Doc ID 2388329.1)

Symptoms

After discovering/promoting GoldenGate 'targets' in OEM he gets "metrics
collection error" and target status/metrics are not displayed.

OEM -> gcagent.log shows
