ORA-06575: Unable To Start SOA Server after Migrating OIM Schema (Doc ID 2388339.1)

Symptoms

On : 11.1.1.9.0 version, Deployment

Unable to start SOA Server

After following OIM 11G Data Center Migration <Document 1643041.1>.
1.

Weblogic server is up and running but unable to start SOA managed server because of the following error messages:

java.sql.SQLException: ORA-06575: Package or function EDN_DEQUEUE_OAOO_DELIVERY is in an invalid state

  at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:462)
  at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:405)
  at oracle.jdbc.driver.T4C8Oall.processError(T4C8Oall.java:931


STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Follow OIM 11G Data Center Migration <Document 1643041.1>
2. Notice WLS is up and running but SOA can't start
3. Start SOA Queue and recompile Package
4. Notice issue persists
