Getting Oracle Access Manager Operation Error

At times, end-users are getting the error
"Getting Oracle Access Manager Operation Error
 The WebGate plug-in is unable to contact any Access Servers ..." and users can no longer login to our Portal.
The problem is corrected after restarting OUD instance (the Identity store of OAM).
