On : 12.2.1.3.0 version, Core MFT Application Console
ACTUAL BEHAVIOR

list of policies are not displayed in MFT under Available policy table
You have created mft target with type as soa and mentioned the url in hostname. You need to attach a policy to it.
But policies are not visible under Available policy section . Attached the screen shot for the same.
EXPECTED BEHAVIOR

Policies should be available to be attached
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a target
2. Navigate to the design screen to attach a policy
3. No policies are available to attach
