ORA-12514 When Using JDBC 12.2.0.1.0 And a Low TRANSPORT_CONNECT_TIMEOUT In The JDBC URL (Doc ID 2389415.1)

Symptoms

ORA-12514 TNS:listener does not currently know of service requested in connect descriptor occurs when using JDBC 12.2.0.1.0 to connect to Oracle 11.2.0.4 Active Data Guard instance using OID.

When trying to connect using ojdbc8.jar (thin client) URL, the ORA-12514 is received if using TRANSPORT_CONNECT_TIMEOUT=3 in the OID entry.
Removal of this entry makes it work, but then the listener log file grows uncontrollably.
