OSB Proxy Services Is Failing With SSL Handshake. (Doc ID 2389472.1)

Symptoms

On : 12.2.1.3.0 version, OSB Security

OSB proxy services is failing with SSL handshake.

You have created a proxy service in Oracle Service Bus which call a HTTPS external service. When you test the proxy service from Service Bus console everything is working. When you try to consume the proxy service in BPEL or SOAUI , you are getting Error code = OSB-380000 bad response data. Upon further debugging what you noticed is, Service bus is failing to do a hand shake with SSL. You have also loaded the certs into to KEY store.
The same external service, ypu are able consume from BPEL without any issues.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure the service bus project with a business service invoking a third party https service.
2. Design a SOA composite to call the proxy service to get the response
3. See the call from the SOA failing with the error mentioned.
