"WSM-02017 : The Document "custom policy" Does Not Exist In The Repository in a Domain With OSB

Symptoms
Using OSB 12.2.1.x, the following scenario can be seen.
Based on a requirement to implement message protection on an OSB business service (Sign & Encrypt), cloned "oracle/wss11_message_protection_client_policy" and it was determined that using the built in policy, processing occurs correctly, but if the existing policy is cloned and used, the following error is generated:

"WSM-02017 : The document "/policies/<POLICY NAME>" does not exist in the repository
(/policies/<POLICY NAME> is the name of the policy in this example. It would be whatever is appropriate for the environment in a practical case)
