User Able to Submit Duplicate Assign Role Request

Information in this document applies to any platform.
When a user submits a role request, it goes into a pending approval state. While in that state, the same user can submit another request for the same role. It's only after the request is granted when the user finally get a message saying it cannot be requested or submitted anymore.
