Symptoms
On : 11.1.1.9.0 version, WCC/WCP
Webcenter Content Archiver : System Configuration Replication with Import
Attempt to move the system configuration, workflow, folders and content from test environment to staging environment through archiver.
Regions were not available in Portal.

"There are no Region Definitions available"
STEPS

The issue can be reproduced at will with the following steps:
Navigate to Content Management --> Check In New Web Asset --> got error message "There are no Region Definitions available"
