".oracle_jre_usage" Directory is Created even when Java Usage Tracker is Disabled

Symptoms
On Java 8u131 and 8u144 versions, even if tracker is disabled (by default), ".oracle_jre_usage" directory is created in user home directory. This is not the expected behavior.
If tracker is disabled (by default), ".oracle_jre_usage" directory should not be created in user home directory.
With Java SE 7 versions, ".oracle_jre_usage" is not created.
This issue is not seen using Java 8u51 and 7u79.
This issue is also observed using Oracle JRE 8u144-b32 (at time of writing).
