Oracle Traffic Director Requires at Least One Listener to be Available (Doc ID 2393803.1)

Symptoms

If you try unchecking "Enabled" from Fusion Middleware Control for all listeners for maintenance purpose, and there is no listener available, the following error message will be displayed on the screen, and logged into the DOMAIN_HOME/servers/<OTD_INSTANCE>/logs/server.log.

Note: Once you tried restarting instances, you will failed to start.
