FA WebCenter Content Shows Blank PDF File (Doc ID 2393908.1)

Symptoms

On : 11.1.1.9.0 WebCenter Content (UCM) version, Fusion Application Integration

ACTUAL BEHAVIOR
---------------
Internal PDFs were directly checked into the content server.   The PDF documents are stored in the Fusion Applications version of WebCenter.

When customer employees click on the PDF link, it would open the PDF doc.  It is failing for IE and Chrome web browsers.  The PDFs open in FireFox correctly.

When clicking on the link it displays a blank screen.  It correctly displays contents of text file.

EXPECTED BEHAVIOR

It should display the PDF correctly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Check in a PDF file directly into the application using the Content Server UI.
2. Click on the web location link.
3. The PDF shows as a blank page in IE and Chrome.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see public content checked directly into the repository

Changes

Recent changes were made by the IE and Chrome browsers to the PDF plugin.   The issue is with the internal PDF plugin embedded within the browser.
