Symptoms

During OIM-OAM integration configuration by following the Integration Guide (https://docs.oracle.com/cd/E37115_01/integration.1112/e27123/oim.htm#IDMIG4005), the idmConfigTool.sh script fails with the following error.

Seeding OIM Resource Policies into OAM....
Exception while getting Application Domains
Server Error.
javax.xml.bind.UnmarshalException
 - with linked exception:
[org.xml.sax.SAXParseException; lineNumber: 1; columnNumber: 1; : XML-20108: (Fatal Error) Start of root element expected.]
Exception while getting Application Domains
Server Error.
