Patch List is Not Displayed in WLS Console Monitoring Tab (Doc ID 2395371.1)

Symptoms

Using WebLogic Server (WLS ) Console to view what patches are applied. The Patch List (from PatchList mbean) is not displayed in Monitoring tab.

Administrator Console > Environment > server > Monitoring

After adding the -Dweblogic.log.DisplayPatchInfo=true JVM option in the command line, stdout shows the same result "No patches installed".
