Some Exporter methods fail when called many times simultaneously

Problem Description
Functionality loss:
GetFileId/GetArchiveNode/GetArchiveNodeCount fail when called many (X>=10) times simultaneously without enough “OIT APIs Bridge Module” worker processes to handle them.

Sequence of events:
The above Exporter methods have a fixed hard-coded 10 seconds timeout that can’t be configured (as opposed to, say, the Export method that has a configurable timeout).
These calls require a worker process (“OIT APIs Bridge Module”), and in case no such worker process is available, a new worker process is created in an operation that is both heavy (~0.5-1 sec) and synchronized.
Execute X>=10 simultaneous calls, the 10 seconds limit is quickly reached before most requests even had a chance to start.
When the OILinkMonitor notices that the timeout expired, it interrupts the request’s thread and the request fails.
