Oracle Internet Directory - Version 11.1.1 and later
Oracle Fusion Middleware - Version 11.1.1.1.0 and later
Information in this document applies to any platform.

Symptoms

Oracle Internet Directory (OID) 11g, e.g., 11.1.1.9.0.

Initially installed OID using either defaults or non-default / custom ports, for example, nonssl 3070 and ssl 1636.

Later changed the initial oid1 component ports, e.g., back to defaults nonssl 3060 and ssl 3131, following steps 2-4 from documentation:

Section 7.2.8 Enabling Oracle Internet Directory to run on Privileged Ports

Then verified the the original ports are indeed free / unused, e.g. the following returns nothing:

If using a brand new/unused nonssl port number instead, then the same error is thrown for the ssl port 1636.
