OID 11g opmnctl createcomponent Fails with provision.log Error: oracle.as.config.ProvisionException: Error getting free Non-SSL ports oracle.as.config.ProvisionException: Specified NonSSLPort: <port number> not free

Symptoms

Oracle Internet Directory (OID) 11g, e.g., 11.1.1.9.0.

Initially installed OID using non-default / custom ports, e.g., nonssl 3070 and ssl 1636.

Later changed the initial oid1 component ports back to defaults nonssl 3060 and ssl 3131.

Now attempting to create another new OID component oid2 re-using the original custom ports 3070 and 1636, but the command:

If using a new/unused nonssl port number instead, then the same error is thrown for the ssl port 1636 instead.
