Message State Should Change From MSG_ERROR To MSG_COMPLETE After Successful Retry Of A Document Send

Goal

When an outbound document fails due to an SFTP error (example - Connection Refused) or an AS2 error (example - Transport Error) the outbound message is in the state of "MSG_ERROR". If the channel is set for a number of retries and a subsequent send is successful, it is misleading if the message state remains "MSG_ERROR". The message state should be changed to "MSG_WAIT_FA" or "MSG_COMPLETE" (if acknowledged). The reason for leaving it in the state "MSG_ERROR", even though a subsequent retry was successful, is so that there is a record of the fact that there was an initial failure.
