Is it possible to avoid server restart? (Doc ID 2397493.1)

Goal

Qn1: If any Jar is added to the server path, Do we need to restart the weblogic server to take them into effect?

Qn2: How about certificate added into domain/properties? Is it possible to avoid server restart?

Please let us know how we can avoid the restart.
