WebUI Same Name Folder Moves Fail (Doc ID 2397606.1)

ACTUAL BEHAVIOR
---------------
In WebUI if you try to move a folder into a location with a folder sharing its name it will fail with "Folder Name Already exists."
In NativeUI the "new" folder is renamed as  Copy of [foldername] .

EXPECTED BEHAVIOR
-----------------------
Move functionality to work the same in both WebUI and NativeUI.  The NativeUI functionality is likely desired.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create two folders with the same name in different locations
2. Try to move one of the folders to the location where the other folder resides
3. Observe
A. WebUI - error occurs
B. NativeUI - the moved folder becomes Copy of [foldername] is created in the new location

The issue has the following business impact:
Due to this issue, users cannot move same name folders using WebUI the same way they can in NativeUI
