How to prevent access to a stale file in WebCenter Sites (Doc ID 2397711.1)

Goal

There is a file being accessed that contains data that has been out of date for a long time.  Several sites are accessing it and we no longer want access to it.
How was this file was deposited and how to delete it (without going through a direct server deletion ) ?
