Symptoms

On : 12.2.1.3.0 version, 

When attempting to start oid2 with node manager,
the following error occurs.

ERROR

WLSTException: Error occurred while performing start : System component with name "oid2" failed to start : Received error message from Node Manager Server: [Server start command for OID server 'oid2' failed due to: [Server failed to start up but Node Manager was not aware of the reason]. Please check Node Manager log and/or server 'oid2' log for detailed information.]. Please check Node Manager

The issue can be reproduced at will with the following steps:
Start oid2 instance

Due to this issue, users cannot start their 2nd OID instance.
