Upgrade OSB 12.2.1.2 to 12.2.1.3, if the domain have "Insight Service Bus Agent" installed, reconfig domain will fail with:

CFGFWK-60951: Failed to load reconfiguration template
CFGFWK-60951: The reconfiguration template Insight Agent Base 12.2.1.3.0
Reconfiguration:12.2.1.3.0 failed to load due to invalid meta-data
CFGFWK-60951: Correct the template.
