Using Enterprise Capture Folder Import Processor is Failing to Import Some JPEG Files and Error "Inconsistent Metadata Read From Stream" Occurs (Doc ID 2399004.1)

Symptoms

Using WebCenter Enterprise Capture (WEC) Folder Import Processor is failing to import certain jpeg files.  WEC is able to import the same jpeg files from the client without any error. 

The Folder Import Processor shows the following error in the logs:

[oracle.odc.importprocessor.ImportJobSchedulerSessionBean] [tid: <TID>] [userId: <UID>] [ecid: <ECID>] [APP: capture] [partition-name: DOMAIN] [tenant-name: GLOBAL] Inconsistent metadata read from stream[[

oracle.odc.exception.CaptureException: Inconsistent metadata read from stream
