User Status Not Changed To 'Disabled Until Start Date' On Trusted Recon (Doc ID 2399182.1)

Goal

In OIM, when the disabled user is updated by a trusted recon for example via ICF connector to change start date to the future date, the status stays 'Disabled' instead of changing to 'Disabled until start date'.  


Steps to reproduce the issue:

1. The user in OIM with disabled status
2) A trusted recon was run which changes usr_start_date to some date in the future and remove usr_end_date
3) usr_status stays 'Disabled' and not changed to 'Disabled Until Start Date'.
