ElasticSearch Install Fails in Windows Environment (Doc ID 2400257.1)

Symptoms

Following the documentation for Installing Elasticsearch and Plugins, and the following command fails:

<ORACLE_HOME>\oracle_common\common\bin\wlst.cmd <ORACLE_HOME>\wcportal\es\installES.py <ORACLE_HOME>\wcportal\es\installES.properties

The error received is:

Unziping <ORACLE_HOME>\wcportal\es\elasticsearch.tar.gz...
'tar' is not recognized as an internal or external command,
operable program or batch file.
Error: command Failed: tar -zxf <ORACLE_HOME>\wcportal\es\elasticsearch.tar.gz -C <DIR>\app\oracle\esHome
