Unable To Sync From WebCenter Content to WebCenter Sites If WCC Content Item's Expiration Date Is Empty/Blank (Doc ID 2400878.1)

Symptoms

If a WebCenter Content item's Expiration Date field has no value, then unable to sync this document item to WebCenter Sites and see below error in the Sites Admin UI > Connector Admin > History screen:

This problem only happened after upgraded WebCenter Site to 12.2.1.3.0
