Auth_cred_submit Hangs On Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3) Integrated With OAAM

Symptoms
Environment with four Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3) and OAAM instance
All four OAAM instance connect to primary OAM instance called OAM1. Connection to OAM2,OAM3 and OAM4 is not configured in OAAM. In OAAM configuration There is option to specify primary and secondary OAM host only.
While accessing protected apps , it redirect to OAAM custom login page and fails with blank page after entering credentials.
During this time on OAAM is in hung mode and restarting primary OAM instance solve the issue.
Following is the thread that cause delay. This was seen from thread dump of OAM.
