GenericSoapPort Does Not Contain XML Declaration (Doc ID 2401023.1)

In the case of using SOAP request to 11g environment, SOAP response from GenericSoapPort includes XML Declaration like below.

<?xml version="1.0" encoding="UTF-8" ?>

However, same request is sent to the 12c environment, SOAP response does not contain XML Declaration.
