OPATCH Fails Without .NET Client Installation On Windows Platform (Doc ID 2401067.1)

Oracle Tuxedo - Version 12.1.3 and later
Microsoft Windows x64 (64-bit)
Microsoft Windows (32-bit)

Symptoms

When installing Tuxedo with custom option, choosing unselected .NET client.
If rolling patch apply to this environment, opatch post script fails with return code 255 and OPatch stops with [y/n] prompt.
