Change Password Policy is Not Working In OIM REST Webservices (Doc ID 2401481.1)

Symptoms

Change Password Policy for 24Hours is not working in REST web services. 

EXPECTED BEHAVIOR
-----------------------
When MinimumPasswordAge has been set for 1 day, then the user cannot change the password before 1 day of creating the password.

Validating the the password policy should return true when the password is not changed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Developed REST webservice to OIM change/update password.

2. MinimumPasswordAge value is set to 1 in Default Password policy.

3. The Password policy for 24 Hours is not working while invoking OIM Client API as below.
