Goal

How to create an schema for an APEX workspace, when the default schema creation fails with:

Error provisioning <workspace name>
ORA-20001: Request <number> could not be processed. PROVISION_COMPANY

In this case, creating the APEX_EBS_EXTENSION workspace failed when attempting to create dynamically create the schema at workspace creation time due to database restrictions. The workspace was created with an error, but the schema was not created.
