Symptoms

On : 11.1.1.9.0 version, Fusion Application Integration

Uploading a file through ERP web Service (uploadFileToUcm).

Request fails from on premise SOAP UI.
using the WSDL endpoint:  http://host:<Port>/publicFinancialCommonErpIntegration/ErpIntegrationService?wsdl

The issue can be reproduced at will with the following steps:
1. Send an uploadFileToUcm SOAP request to the ErpIntegrationService WSDL.

The issue has the following business impact:
Due to this issue, users cannot check in content into UCM using SOAP UI.

Changes

 Upgrade to REL 13 and quarterly P4FA patch applied.
