EDQ: Can Not Launch Case Management From Oracle Enterprise Data Quality Launchpad

Symptoms

EDQ 12.1.3.0

Some components on the Oracle Enterprise Data Quality Launchpad will not open.

Click on 'Case Management' from launchpad
Expect: 'Case Management' panel will display and prompt for username/password
Actual: a pop-up window with 'Java 6' flash then nothing happens

Changes

 This happens only on a Client that is running Java 6.  The same user can successfully start components on other Window clients running Java 7 or 8.
