Image Cannot be Viewed in the Enterprise Capture Web Verifier Client (Doc ID 2404430.1)

Symptoms

Some images are imported into batches, but are not viewable in Web Verifier. The OCR text has been extracted into the fields correctly, but the image cannot be viewed in the Web Verfier client. The image appears fine in a standard image viewer as well as in the Verifier thick client.  The image appears in the Web Verifier client as shown below:
