Date Format Of Comment Section In Activity Stream Is Not In Sync With Activity Date (Doc ID 2404981.1)

Symptoms

Date format of comment section in Activity stream is not sync with activity date

Steps to replicate the case.

1. Access WebCenter Portal 12.2.1.x and go to Home -> Activities page

2. Note down the date format of any pre-exisiting events or add a message on 'Whats on your mind'

3. Add a comment to the message. Note the date format.

Panel section showing 7/20/17 and same date is showed as 7/20/2017 in comments section.

But in 11g i.e it works as expected and it means date format of comment section in Activity stream is in sync with activity date.

Changing the date format in preferences,the change is immediately reflected in both comments section and in activity.
But in 12c it is not the case and if we change the date format in preferences,the activity date is picking up the changes made in preference
but comment section still points to M/D/YYYY format.
